You used to be able to re-order your merc’s actions if they were the same speed, but now you can’t anymore. It even shows the correct order of ‘1st, 2nd, 3rd’ etc, but they go in random/different orders now for some reason.
I’ve noticed the same thing, speed ties seem to resolve in the wrong order in PvE sometimes
