I wonder how they determine when a hero portrait goes on sale again. I would like the option to buy Ambassador Faelin!

I"m sure she will at some point. I got her when she was in the shop. Lord Jeraxusus has been in the shop a couple of times and that was also apart of a pre order, so it’s really just a matter of checking regularly. Hopefully you will be able to get her soon.
