2 Legendaries in 66 packs… I was noticing a decrease in the legendary cards droprate from the last expansion before “Into the Emeral Dream”, but this time is dropped ridiculously… each time for a new expansion I’m buying the small bundle with 60 packs, the range of legendaries was always between 3 and 6 in the best case scenario, this time you get one between 33 packs, stupid rates… the game is ruinned. Between each expansion always, I was able to get all cards from the previous release, up until the latest one I was missing for the first time 2 legendaries, now opening the new bundle for Emeral I can see why… a total shame.
Nobody tell this guy about getting duplicate legendaries back in the day. They might explode.
They changed nothing, because it is illegal to change it and not announce it (in some countries).
Your sample is small to be statistically significant in this case and you just got unlucky.
For example I got the 80-pack pre order.
I received a golden Ursoc for the event promotion. I Believe everybody gets one golden, legendary free? If so, this was mine.

So a total of 6 pack opened legendaries. One golden from normal packs. One signature from normal packs. One golden from golden packs.
My 7th legendary was the “event” one given with the opening message.
Sadly I mostly play rogue… so I’m rather unlucky…
So I had 5 packs. The free ones, you know? I got two legendaries. Both useless to me. Demon hunter, OMEN, and whatever the DK one is. Oh, and the DK happens to be the signature one. But hey, 1200 dust is better than nothing, I suppose.
Only got 1 legendary from 8 packs, 6 from the event track 2 from the brawlisuem, it was the priest one that after the 3 lunar cycles all cards in your deck cost 1 for the rest of the game. Definitely foreseeing this getting nerfed
I don’t think legendary rates have been reduced. I opened about 80 packs. So far I got:

That’s 1 legendary per 8 packs. I can’t remember when I got such a high frequenzy of legendaries last time. I think your sample size is just too small and you got unlucky.
I agree that the system for dropping legendary cards in packs should be changed to reduce the number of bad pack opening experiences. Allowing someone to go 38 packs without a legendary is a poorly designed system imo.
Hearthstone’s legendary drop rate is unironically so low that other digital ccg’s pity timer for legendaries is often lower than HS’s average amount (for reference: HS’s pity timer is 40 packs and its average is 20 packs). That said, nobody actually expects to pull cards they want anyway. Packs are just a source of dust so you can actually get the cards you want.
This right here. the truth. I wish I could DE the two I did pull from the packs. Would rather have the dust now so I can craft other cards I can use now, rather than later.
You aren’t imaging things, even though your sample size is extremely small. I usually pre-order the small and large bundles from the shop, plus have a good 80 packs I purchased with gold. I even have tracked my drop rates for legendaries and epics over the expansion releases.
Every expansion has gradually reduced the number of legendaries, golden legendaries (and now signature legendaries) than the expansion prior. I used to be able to only need enough dust to craft maybe 5 or 6 legendaries, and now I’m needing enough to craft nearly half the legendaries that were available.
The “legendary protection” of 1 in 40 packs tends to get closer to that 40 every expansion. I imagine this is just another minor adjustment to the drop rates or the “randomness” to influence people to spend more money in the hopes of getting better drops.
Best of luck to your drops if you continue to keep purchasing pre-orders or packs with real money, but remember, the odds are never in your favor and the house always wins.
