That’s actually called the “gambler’s fallacy”.

However, Blizzard has been known to introduce so-called pseudorandom numbers instead of ‘truly’ (as far as possible with a computer) random ones exactly with the purpose of making this fallacy a fact instead. I think some dubious games have been ripping the idea off with ‘karmic dice’ and such, by the way.
