Reporting does nothing, it is there as a placebo effect for angry players. A reduction in tickets being submitted to battle.net is a win for blizzard.

Actually if you use hacks@blizzard.com it seems to get their attention. Especially if more than one by different players are sent in with the same battletag attatched.
