How to get the free deck on new account?

Do u have to reach rank 25? Can i skip to it and still be eligible?
Does changing regions, if i haven’t used that region ever count?

I didn’t create a new account. Just changed the region. Does it count? IDid all the tutorial/starting things like a new account.

Hit 25, and check. Not too sure.

Regions are individual, you don’t carry over anything from like, The Americas to Europe. So you should get the deck after switching regions and getting to rank 25.
I’m not sure though whether you can get the free deck for each region of one account. The official words “once per account” could mean " once in a lifetime per account", or that you can’t get a free deck within one region several times whith long enough intermissions.

that’s not accurate… I’ve reached rank 25 and received nothing.

That was when rank 25 ended the “new player ranks” that you could never fall back to. Now, you rank all the way through 1, then hit Bronze 10 for your regular ladder and free deck.
