It is just for the dust. And probably you get new legendaries along the way you missed out.
If you have video of opening 40 consecutive packs without a legendary you have proof of fraud. Don’t tell us, sue them.

It shouldn’t be possible. It’s never happened to me before. I opened all my badlands packs together, the evening of the release. On my 10th pack I got the legendary shaman elemental. Not another legendary in the next 55 packs.
Having cued up in standard before, and been out into a twist game ( I had no twist decks so couldn’t have cued twist), I am never surprised at stuff like this.
