How is holy wrath still allowed? I see grove shaper is still banned in wild too? What is going on?

grove shaper is banned due to naturalize+ i think tidepool pupil+something like floop’s goop infinite mill combos
holy wrath is allowed for i don’t know why it should be nerfed
