There is nothing.
This is on purpose. Troll players would quit if they knew they couldn’t find players to anger. Troll players pay money.
I have read some of the tracker software can automate a manual process where it forces a user input click but there is no hidden setting you can find that disables emotes. Sometimes they break during patches and you will have to wait for an update.
One guy here named himself “auto-squelch” and started a thread.

Hearthstone Deck Tracker has a plugin which will automatically disable emotes. I used to use it, but I haven’t for a while. Now I just mute when someone gets annoying

The company said they were working on it nearly a year ago, and when they were reminded of this the usual troll crowd came along and violated coc with impunity, and they had the mods shut the thread down and lock it rather than address their goon squad violating the coc (as they always do) and nothing being done about it.
It’s telling that a company locks a thread after having their goon squad harass people in clear violation of the rules rather than add a toggle to the game.
