How do decks work?

I play Death Knight and use a Plague deck. I used the legendary card that lets me look at the opponent’s top card and choose whether to leave it on top or send it to the bottom of their deck. It was a Plague, so I left it on top so they would draw it and take the damage.

However, before ending my turn, I attacked and shuffled more Plagues into their deck. When I passed the turn, they didn’t draw the Plague that was on top—they drew a normal card instead.

I’d like to know if every time a card is added to a deck, the entire deck is shuffled again. If that’s how it works, it would explain what happened, because otherwise it doesn’t make any sense.

There have been times when I shuffled more than 40 Plagues into my opponent’s deck, and they didn’t draw a single one.

Yes, this is what happend. If a card is shuffled into a deck then the entire deck is shuffled.
