I get a feeling that at legendary level I’m up against not only legit good players who have cash to spare but also GM"s and other employees of hearthstone who have the luxury of using any cards to build random decks at their leisure. Does anyone else agree Hearthstone offers so little return and options for players to experience the game to its full potential.

I can tell you’re either a new player or you don’t play regularly. The game is expensive for F2P but you can make a few netdecks if you play regularly. After 2 rotations you can make netdecks from all classes if you don’t do mistakes with F2P optimization.
But the game in reality was never truly free to play but it’s aimed to be “microtransactions-based”. It’s in the official announcements back in 2013-14.
