i have 2 unopen decks that say dont open till march its march and wont let me use them

You can open these card packs on the 25. of March. That’s when the new expansion is released.

I am not sure but we can open the packs when the pre release tavern brawl stars right can anyone confirm ?

Yes, those packs can also be opened during the Brawl and the new cards can be used in a Brawl deck.
