C'thun hero skin doesn't have a custom hero power effect?

Is this a design oversight or bug? The skin looks fantastic in every way, but it’s the default hero power of all things! Uhm, blizzard please fix?

It does at least have the little tentacle that taps the hero power too, but yeah I see how that might not count

I believe it’s attack animation is essentially it’s “HP effect”.
