What does this mean exactly and what’s a “cost minion”?

1 -Star (BG), or One cost Minion (Standard).

That quest is so dumb on two levels. Not only because you need a masters degree in cryptography to decipher what it means,
but it’s even disabled in Wild for no good reason.
