It’s simple. Delete the part that says “no less than 1” on the card; and make it an actual card people would put in their deck on purpose. It would still not be good enough to make it broken. Please consider.
They finally uderstand that reducing the cost of cards below 1 is not a good thing and you are proposing to remove that limitation?
If anything, they should add this limit to more cards

It probably has the limitation, because it’s not that hard to get multiple copies of it on the board. Leading to infinite card generation.
Blizz generally have this rule, including some changes in the past to put in this rule to prevent OTK (like the echo magnetic mechs), but this rule is waived for apprentice which allows OTK through flamewaker.
