Can't connect to Hearthstone, stuck on logo, then error message

I haven’t been able to connect to hearthstone in the last 16 hours
I keep gettingerror messages about the game timing outwhile requesting data from the hearthstone utility service.

Can’t post a link to the error message, but theres also a message in the top right corner of the screen, wich says HS:CT;NetCacheCardValues=1

I’ve tried everything in the Connection Troubleshooting page and also in the Hearthstone Stuck on Title Screen page

Same thing happening here, please Blizz Devs don’t answer with that list of steps to “solve” it. It doesn’t work for everyone.

This has been going on since ashes of outlands patch. So far no word on fix by Blizz. Can’t even play the game i spent money on.

Same problem all the week. This happen in windows 10 and Mac. I buy cards for the new hero and meta and this is the reward.

Got an answer to my Bnet ticket and it worked.
I’m pasting it here so anyone can try it.

This is Tech Specialist Amanda. I understand you are having troubles with Hearthstone and HS:CT;NetCacheDecks=0 error. This is an issue we have been seeing come up of late., typically caused by deck trackers or the local app data becoming corrupted. In a few cases it has been admin privileges on the system. These are the steps I have for you below as they have fixed up most of these issues. If after these steps, you continue to see the error please let us know.

• First let’s go ahead and uninstall any deck trackers you may be using. These have been causing some trouble with blank decks on login which can cause this issue.

• Now delete the Hearthstone Options Files:

Press Windows Key+R to open the Run dialogue
Type %LocalAppData% into the Run field and click OK
Open the Blizzard folder
Delete the Hearthstone folder

• Lastly, a new user administrator account. In some cases, admin privileges are not always set the way we need them to be or sometimes they get all wonky and no longer cover the programs we need them to. Creating a new admin account will make sure that everything is set as it should be.

If the game does work fine on the new admin account, you will want to reach out to Microsoft and have them help troubleshoot your main user account for permission issue.
