I cant challenge anyone on my friends list after the new set was announced. My wife cant challenge me and I cant challenge her, nor can I challenge a buddy of mine. It only shows “Options”.
Why? Whats going on with that?

Same for me. I was wondering if you can only challenge once a week or something. Normally you see a challenge button but after being challenged once, and accepting, I only see the options button now.
I have been unable to challenge others when one of us has not done an update yet, like when a mobile update rolls out later in the day.
It sounds like you are bugged, and need to troubleshoot your issue. If you are playing on a mobile device, try closing all your apps, and powering off your phone, before restarting it and the game.
Sometimes updating your operating system can solve such problems, etc…
I am playing on my laptop and am fully updated. Still having this issue.
