Or let them use it only 1 time not twice. Do something with that card.

Seconded. A maximum of three would be better imo, for a strong permanent effect on the game, it should be at least 3 mana, not 2. Would also help counter the usual Solar Eclipse into Dew Process play that many bm’ing druids use. Let them try to stroke their ego and nerf the least expensive cards so that they’ve got nothing to benefit.
