Terminus Facade helm essence is a Slow Time skill.
Lost Seconds is main hand weapon essence. Should reduce the cooldown of Slow Time skills by 18.6%(at max lvl).
It has absolutely no effect on Terminus Facade essence, but works on other essences(Slow Time skills).
More than that the awakening bonus (10% additional cooldown reduction) doesn’t work also.

It did start working after last patch, but that’s definitely not 18,6% cooldown reduction.
And awakening bonus still not working.

I reported this a while back too, unfortunately I have found it is not a bug. There is a hidden cap of about 30% cooldown reduction. You have to factor in any from the essence itself, the awakened bonus and any skill cooldown reduction you might have on gears. You’re probably close to 30% before you even put that essence on.
I noticed that too, but tested several times and found out that Lost seconds has no effect at all on Terminus Facade. Works with different SlowTime essences. That’s why i reported this.
I haven’t tested it exactly, but my feeling is different. I use that essence in PVP (all PVPs, not just Battleground) because of the PVP strifed rule. I feel the effect of 18.6%. I can see the difference when I use that essence and when I don’t.
