The additional 10% Cooldown Reduction on Slow Time coming from the awakened slot is not working or not adding up cooldown reduction. I’ve tested this so many times, even removing all other gears, primary and secondary. That 10% Cooldown Reduction on Slow Time is not adding up.
The essence is not working, not only the awakening bonus. At least I tested it with Terminus Facade essence.
I think most cooldown reduction essences are not working.
I tested several Slow Time aspects with and without Nick of Time and the cooldown reductions work for all essences and awakening.
Tested again. Not working with Terminus Facade.

I tested this using a video recording and measured it frame by frame in milliseconds, without any other gear. The essence Lost Seconds base cooldown reduction of 18.6% works for me but the Awakened affix of 10% is not.
You tested some specific some essence?

Not a bug, there’s a cap of 30% cooldown reduction, you probably reached it already.
