In order to unlock access to Hell 1, your hero needs to have killed Lassal the Flame Spun (Helliquary raid boss) on Normal. Have you done this?

Okay, let’s go through some basics. There’s an entire questline intended to guide you through the process of getting ready to kill a Helliquary raid boss, so that you can move up to the next game difficulty, i.e. from Normal to Hell 1.
One of the early stages has you talking to Cain, then you’re told to enter a Challenge Rift, so that you can kill an NPC called Pyl, to get Pyl’s Remains, you then return the remains, and you’re told to visit the tree in Westmarch and to kill Lassal, after which the hand-in unlocks access to Hell 1.
The screenshot is telling you to go to Cain’s workshop so what happens when you go there?
Have you done the Challenge Rift stage, and obtained Pyl’s Remains?
Have you handed in Pyl’s Remains and been told to go to the tree?
