Tempest cosmetics from Empowered Battle Pass

Initially reported to Support. They said they have no workaround and to submit a bug report here. I purchased the Empowered Battle Pass for the Tempest cosmetics which I received on a Tempest character. I then learned I could switch class and decided to do so on my higher paragon DH. This character has been unable to receive the cosmetics even though the game reports my having purchased the Empowered Battle Pass. Interestingly, I recently switched class to Wizard on a Barbarian character and that character has access to the Tempest cosmetics. All 3 characters are on the same account.

Update: I found out by accident that I could use battle shop coins? To purchase 2 of the 3 items I was supposed to get at once provided my Battle Pass was 15 and I had purchased the Empowered Battle Pass. The latter is true, but the former was in the mid to high 30s at the time. If the Battle Pass was higher than required would that make a difference? In any event, all I’m missing now is the portal. Still says it’s locked with requirements of Battle Pass 15 & Empowered Battle Pass although the game reports my having purchased the Empowered Battle Pass and my Battle Pass is currently 56. Unfortunately I can’t use the coins to purchase the portal, but I do now have the armor & weapons. Still a kick in the pants after having purchased the Empowered Battle Pass primarily for the cosmetics. :\
