Suddenly, one of my gems (ROILING CONSEQUENCE (Rank 5) ) became dormant after I switched loadouts

You probably had gems added to that Roilling Consequence for extra resonance, then you probably did a progressive update, which takes gem power from those resonance gems.

When you switch to a different loadout, if the gem is removed from the awakened item, the resonance gems are also removed (resonance gems can only be used in gems equipped in awakened items).

When the resonance gems are removed, the power they had provided for the progressive upgrade is also removed, so the main gem goes dormant, until you “feed” it with enough gem fragments or equip it again in an awakened item and add the resonance gems back
