I had the quest to speak to the guy to unlock the gem-splitting feature. I walked up to him and spoke to him. However, if you do that, the quest doesn’t register as completed. You have to let your character just walk up to him, do nothing, and let the quest complete automatically. I know this because it worked on 1 of my characters (after testing), but for my other characters, they simply don’t have access to the quest anymore.
This is an issue because without the quest completion, the UI is bugged somehow. I speak to the guy and there’s simply no option to split any gem unlike the normal UI.
