Reigned 4 weeks as an immortal cloak still locked

Immortal cloaks that you qualify for are awarded at the end of the Reign.

For example, the Burning Cloak of the Resilient requires you to have reigned as an Immortal for four weeks. However, let’s assume that your reign wasn’t overthrown at the end of week 4, and you’re now in week 5 (or later) of the reign. Only when your reign ends will the cloak will become available for use.

This is not a bug.
