According to the Chinese patch notes, this seems to be the intended behavior.
传世祝福追赶：移除了每周1500点贡献获取上限，在未到达先祖印记周上限时，可持续获取贡献，且当传世祝福的祝福值落后时，每次可获取更多的贡献，最多可达700%加成。每获取300点贡献可自动提升传世祝福。
Seeker Rating Catch-up: The weekly activty point limit of 1,500 points has been removed. While not reaching the weekly battle point limit, activty points can be continuously earned. When Seeker Rating values fall behind, more activty points can be earned per time, up to a 700% bonus. Seeker rating automatically increases for every 300 activty points earned.
There is also a mention that they have fixed an issue with this.

Well, this information isn’t in the English patch notes, at all. It hasn’t been translated incorrectly, it’s been omitted. So, I guess it might be working as they intended, but it’s not working according to how the English patch notes said (and still say) it should.
