I used iPad to play the game. In BLACKSMITH, I do not find the choice of ENCHANT. I already do repair of game and reinstall of game.
You need to have all legendary gear at level 30 to have the Enchant feature available.

Magic Affix Reroll
If you have already upgraded all 8 of your Primary Equipment to Rank 30, you can now use the new Enchant feature at a Blacksmith to reroll one Magic Affix on an item to replace it. Helliquary Boss, Class-specific, and Skill-specific Magic Affixes cannot be rerolled.
All eight of your legendaries need to be at Rank 30 for the Enchant option to become available.
If any of your legendaries are under Rank 30, the option won’t appear.
So, are all eight of your legendaries Rank 30?
