Since the new update today my legendary gem was dormant and locked no longer has the dawning echo unlocked and when trying to fix or move around another legendary gem went dormant and locked I did not power transfer and I did not do anything to make them go dormant

It’s the reso gems within them. You’ve either used them in an upgrade or they’ve become removed making the gems dormant. The echoing is still there unless you’ve swapped the piece of gear out in error
I still have the reso gems and they won’t let me put them in the gem as if I don’t have the gem unlocked with the dawning echo, and I didn’t remove the gem at all I’ve been playing battleground and realized something is wrong and that’s when I saw it
So you’ve swapped legendary gear rather than the essences. So the awakened items would be in your stash
