Bounties do not work past Level 60 unless you select Hell I difficulty, however it will not allow me to select Hell I difficult until I “defeat the final Helliquary Boss of the previous difficulty”, but there is no indication of how I should do this.
Also, the bounties still show 0/8 undone bounties - if I’m not allowed to do them, this should not show me bounties undone!

This is quite simple.
To access Hell 1, you need to kill the final Helliquary raid boss of Normal.
To access Hell 2, you need to kill the final Helliquary raid boss of Hell 1.
To access Hell 3, you need to kill the final Helliquary raid boss of Hell 2.
And so on…
To access the Helliquary raids, you visit the tree in the middle of Westmarch, click it, select the game difficulty from the drop-down at the top left, and then the boss you want to do. These bosses are intended for 8 players, if they’re done at the hero / paragon level they’re intended for, but if you ask in World Chat there’s always high level heroes willing to help you with this.
There absolutely is. When your hero’s level is in the early 30s, you will be given a Guide Quest to kill Lassal the Flame Spun. There is an in-game mini-tutorial that hand-holds you through guiding you to the tree in Westmarch and tells you that you should gather other players to help you with it. If I recall correctly, your hero is able to be zoned into the Lassal raid fight from as low as level 36. You’re expected to have done this during the levelling process because the follow-up is to kill Vitaath, and that raid boss requires your hero to be at least level 55.
None of this is a bug.
Hmmm… the quest line is not written well enough for an average (many-year-MMO) user to follow, but thank you for letting me know, I will do my research a little more thoroughly. Also, I vaguely remember some quest in Westmarch with the tree, but after that I don’t see any other quests for me related to a Helliquary Boss, unless that is related to what I’m doing now (chasing after some crazy Monk). Is this the storyline quest?
That’s because you need to kill Lassal. Once you’ve done that, the guide quest will send you back to an NPC, who will give you the next quest, to kill Vitaath (which has to be done on Hell 1). If your hero’s already level 60, just ask in world chat if someone will help you to kill Lassal. I do this for folks all the time. It takes me no more than 2-3 seconds to kill it for them.

So to sum this up - you need to complete an 8-player raid to unlock Hell 1. You need to, in a single-player-friendly game, do something the requires 7 other people. No, I’m not asking in World chat. I shouldn’t have to.
Diablo Immortal has content intended for groups, i.e.
- Dungeons (1-4 players)
- Hidden lairs (1-4 players)
- Battlegrounds (8 vs 8 teams)
- Shadow war (12 teams of 8 vs 8 players)
- Helliquary raids (1-8 players)
- Helliquary gauntlets (1-8 players)
- Purge The Depths (1-8 players)
- Castle Defence (1-8 players)
The fact that it has content intended for multiple players is not a bug, it’s by design, and that’s because Diablo Immortal is a Massively Multiplayer Online RPG, i.e. of course it’s going to have content where people need to group up to do it.
If you don’t want to use World Chat, that’s fair enough. The game provides you with other ways to find players to group up with, i.e. the Party Finder. You can either select this from the diamond to the right of your hero’s portrait frame and select what you’re looking for players to help with or, in the case of the Helliquary raids, you can go to the tree in Westmarch and click it, and it’ll offer you options of joining or creating a raid for the boss you want to do.
However, bear in mind that at this stage of the game, almost 100% of the player base is in Inferno III or IV so the likelihood of finding 8 players in the level 35-50 range, all wanting to do this boss, at the same time is essentially nil. Your alternative, as I stated three months ago, is to just ask in world chat for someone to help. It takes someone 1100+ paragon literally a couple of seconds to do this for you. If you’d rather be stuck in Normal, waiting for 7 other low level players, go right ahead but the alternative is just to ask nicely and be done in 5 seconds.
Anyway, none of this is a bug.
