Has anything changed in the algorithm for awarding items with more points?
Despite having a character level of 704, I still have items earned at the 650-660 level, meaning that for 50 levels I haven’t received anything better.
I see that this problem affects not only me but also many others who, despite exceeding level 700, still don’t have enough combat power points to play at the Inferno 5 level. I’ve been playing this game for 3 years, and this situation has never occurred before.

Combat rating for gear is hard capped to difficulty and paragon level. With the introduction of exceptional gear this makes upgrades ‘harder’ to obtain because it takes longer to find decent ones. Another issue is lack of alternative sources, in the past we’ve had gear a rank and helliquary levels which for many have dried up. So nothing has changed per se many players are just constantly hitting the CR ceiling.

Something must have changed. For the past 3 years, I always had enough points to reach a higher Inferno level several or even dozens of levels earlier than the required character level. Now, even though I’ve reached the required character level, I still lack points. The same goes for my friends who have a higher character level, for example, level 710, and still lack points to play at the recommended Inferno level

Bad luck, I’d say. I play with 5 different characters, all of them are 700+ paragon and 3 of them are perfectly capable of running in I5, both open world and dungeons. The other 2 are still 400-600 below the required CR for dungeons, but those 2 are still using several I4 set items, so there’s margin to grow and they’ve been in 700 only for 24 hours or less.

I don’t think it’s bad luck. Does that mean most people on the server are unlucky? That’s just not possible.

Yes, it did, when Blizzard lowered the CR requirements for INF5.
The requirements had previously been a lot higher.

It’s not really strange if you’re still doing INF4 content. As an example, at Paragon 700, INF5 triple/triple set items and legendaries will have 2350 CR.

What about your other sources of Combat Rating, i.e. set item ranks (a new challenge rift season started on Monday, so CR requirements were lowered for everything under 400), legendary gear ranks, helliquary remains / helliquary level, tableau, and so on?

Your concern is one I shared prior to Blizzard lowering the requirements…

You’ve said what your paragon level is but what’s your CR? What are your set item ranks? What are your legendary ranks? What is your helliquary rank? What is your Tableau bonus?

I have 705 Paragon points, a CR of 44600, and I can’t get through level 371 rifts because I don’t have enough points… My gear is level 30 and my jewelry is level 20. Right now, the items that drop for me have around 2100–2200 points, while I’m wearing ones with 2300 that I’ve had for a few weeks

Okay, but as I said, a new Challenge Rift season made these easier as of Monday morning. Also, don’t treat the CR guide on the portal as absolute. For example, I’ve solo’d a 425 which, according to the portal, I’m 779 CR too low for…

Obviously, this might be class / build dependant, but give it a try.

Also, don’t be shy in World Chat. Ask if anyone’s willing to give you some carries through the multiple of 5 levels, i.e. 375, 380, 385, etc, as these will give you 400 crystals each, and potentially get you a couple more set item ranks.

INF5 open world requirement is 44765 so, whilst it might be tough, that’s definitely able to be overcome. Make sure to do Terror Rifts (these can have nice gear in the spire chests) for Terror Essences, and then consume these in Oblivion Pillars or Hellslayer Bounties because there’s the weekly Codex task for consuming 10 of them in a week…

The reward for this is guaranteed to be a triple stat / triple magic affix legendary, with the possibility of it being triple / quadruple (i.e. an eternal). This means the item will be a minimum of 2350 CR at Paragon 700, 2370 for an eternal. As an example…

In which case, those are not INF5 drops

A 2 attribute / 1 magic INF5 legendary has this sort of CR…

A 3 attribute / 3 magic INF5 has this sort of CR…

Bad INF5 greens, 2 attribute / 2 magic have around 2290…

Good INF5 greens 3/2 or 3/3 have 2330 and 2350…

So you need the i5 greens while being under cr for the dungeons. Getting those greens would be my focus

Yup first thing I did once my battle pass was capped last week was run 20 pillars. Came out with around 200 cr jump.

Unfortunately, I can’t create the rift myself anymore because I die too often and the timer runs out ,such weak items drop on Inferno V, I’m even surprised myself why that happens

Like Meteorblade said, it can have to do with class/build, but you should be able to complete that level way easier. Not only because of the higher CR, but also because having higher ranks primary and secondary equipment, your stats are surely better than mine.

RNG can suck at times. This is also why myself and one my officers will be running carrying parties this weekend. Helping people get over that i4 to i5 heardle lost with prefarming and being unable to join random challenge dungeons most are currently running. In the last week and a half I’ve come up with 500 cr through various upgrades.
