Gem counter bugged again

The normal gem counter counts up by 2 instead of 1, and stays at 12 until you cap it, after which the message that you are capped shows up. This already happened previously. Ever heard about regression testing? When we fix a bug, we add a test to make sure it fails if the error reoccurs in the future. Ideally we add the test first so it fails before the fix and passes after it.
