Enchanting missing from blacksmith. I have several lvl30 pieces of gear. Please help how do I fix this?

Magic Affix Reroll
If you have already upgraded all 8 of your Primary Equipment to Rank 30, you can now use the new Enchant feature at a Blacksmith to reroll one Magic Affix on an item to replace it. Helliquary Boss, Class-specific, and Skill-specific Magic Affixes cannot be rerolled.
You get all eight of your legendary items to Rank 30.
This is NOT a bug.
