Cannot see the "enchant" choice from the blacksmith

Do you have all 8 primary items at rank 30? That’s a requisite to “unlock” the Enchant feature in the locksmith…

Magic Affix Reroll

If you have already upgraded all 8 of your Primary Equipment to Rank 30, you can now use the new Enchant feature at a Blacksmith to reroll one Magic Affix on an item to replace it. Helliquary Boss, Class-specific, and Skill-specific Magic Affixes cannot be rerolled.

All eight of your legendaries need to be at Rank 30 for the Enchant option to become available.
If any of your legendaries are under Rank 30, the option won’t appear.

So, are all eight of your legendaries Rank 30?
