Apprentice Jewelers (doesn’t matter which) can only crarft 1 star gems, the other stuff is all greyed out and marked as requiring zero materials, but if I press “Craft” it’ll say “Insufficient Materials”.

This seems like a display bug.
Tried it myself, having 85 shards. Everything showed up correctly 85/20 for 1 Stars and 85/80 for 2 Stars.
After crafting a 2 Star, it went to 5/0 for 1 and 2 Stars.
So the mechanics work as intended, but are not displayed correctly.
And going by the Screenshot OP, you indeed miss materials for a 2 Star, because you only have 60 shards and need 80.
That’s certainly a display bug, as your screenshot is showing you as having 60/0 telluric fragments for the craft. However…
But this part isn’t a bug, because crafting a 2-star gem takes 80 telluric fragments and, from your screenshot, you only have 60 of them…
