Same problem for me, I tried using my ID on multiple devices and chat is not working, but just for one ID, I used another character and chat works well.
I think I found a solution for this, go to battlenet app, (if using device you have to download it) or open battlenet account, then go to account settings > privacy > update social settings > enable Text chat (which for some reason I don’t know was disabled for me.) Restart the game and my chat is now back. Hopefully it works for you too.
