I understand what you are saying, but if one reports harassment repeatedly over the course of many months or even years and Blizzard does nothing, it is clear that something is wrong and such a situation should be brought to light.
Now, consider how a player feels when they are being insulted, their family is being insulted, or they are receiving death threats while Blizzard does absolutely nothing. Such a player, in an act of desperation, starts a thread on the forum, only to have it deleted because the person who just insulted them might feel harassed.
It appears as though Blizzard prefers to conceal these issues rather than intervene.
Currently, there is no effective way to address such matters, and it seems that it would take a tragedy for anyone to take notice.

I demand an apology and an explanation. Further threads regarding the toxic player are being deleted from the forum, and in-game reports are consistently ignored by Blizzard employees. Why is a player who insults others, their families, other clans, and wishes death upon others tolerated? Why are the reports being ignored, and why are the topics on this forum being deleted? This cannot continue. At this point, I am not even blaming the player, as it is clear that something is wrong with him, but rather Blizzard, as instead of removing him from the game, you are encouraging his unacceptable behavior. Today, after yet another topic deletion, the player feels so unpunished that his monologue, in which he insults others, continues almost without interruption.
moderator who removed the topic should explain why it was done. It is unacceptable to delete topics that do not violate any rules but are inconvenient for Blizzard.
