It’s started at season 1. Nothing changed, items keep flickering when i try to read stats… really annoying… Tried everything what i have read here, change settings, turn off, turn on, change max fps, change backround fps, change mouse cursor size and so on… nothing happen.
Any1 was able to fix this somehow?

One person fixed it by reinstalling their OS and updating to Windows 11.
But that’s a bit extreme.
Some others have fixed it with FPS settings. You can check these two threads for suggestions:

I’ve been making posts since 1.1.1 about this. Every time we get a patch the game gets worse, the release build was the most stable as of now. Very sad. Now I can’t play the game for more than 30 minutes before it freezes and crashes.
That is an entirely different issue.
We are discussing flickering that can occur when you hover over things.
Not freezing or crashes. There is a different thread already open for that.
I did make multiple posts about flickering item tooltips as I just stated. Maybe pay attention when you’re reading.

I normally don’t visit the bug reports that often, so apparently missed that post.
That said, its difficult to make suggestions for something I’m unable to replicate. And the only reason I make the suggestions I have thus far, is due to it helping a couple of others that had similar issues.
Anyway.
No one had indicated that the game developed to the point (whether or not this is a result of the flickering) where it was freezing and/or crashing. Hence my previous response.
I have this problem too.
Item tooltips used to flicker sometimes but patch 1.2 made it much worse.
It happens mostly in town but I’ve seen it as well in open world. It seems it cannot happen in dungeons.
Fiddling with FPS limits and Vsync quieted it a little but it’s still annoying.
I have the same issue. Happens only with legendaries. Started with patch 1.2
I wasn’t able to fix it… Should i reinstall windows? Wondering what can cause it… i havent got this issue when the game comes out, before season 1. 
It is not a FPS issue. It happens for me mostly for legendaries/uniques, I equip and hover = 0 flicker, my old item that was replaced and is now in inventory = 0 flicker. I swap back the garbage legendary for my actual good one and bam, the crap-recently-picked-up legendary now in inventory flickers its description again. Sometimes even needing a couple of seconds to appear in the first place.
Tried different FPS/vsync settings - to no avail.
Devs have to look into it, it is not system settings (I haven’t changed them since Season 1).
It has been for others.
The number one potential are overlays from other programs. Make sure there are no on-screen overlays.
The other thing that WILL mess it up:
Having multiple monitors. If the monitor you game on runs at say 144hz, and the FPS is set to 144FPS, and the second monitor runs at say, 60FPS, this might cause flickering in the game if its also trying to run at 144FPS to match the first monitor.
Capping the game FPS to match the slowest monitor in your setup should cure the flickering.
I run a 165 and a 144 dual monitor setup. But I have my FPS capped to 100. No flickering at all, when mousing over things.
This doesn’t mean there isn’t an issue with either a driver compatibility, or mismatch someplace else in your setup. But ultimately, it has to do with one of these two things.
Overlays or mis-matched FPS settings.
Happens to me too. Here is my impression. When I mouse over an item, it’s delayed sometimes(or flashes), like it’s waiting for the tooltip to load from the cloud. It only happens on the main gear tab. All other tabs and stash load instantly. I capt and synced my fps and at first I thought it was fixed but it wasn’t.
Another thing, when I move the mouse on the same piece of gear it seems to make it worse like every time I move the mouse on that same piece of gear it has to check with the server again and meanwhile the tooltip is having seizures.

Yes, trying to read stats on an item only to have the flickering going on , you can’t read nothing, please this is very annoying blizzard please look into this.

Same Problem since Months - so annoying!
Im here from german forum, we should write it here/bug forum, cant believe, that this problem still exists and seems blizzard no interresting.
PLS fix this problem!
Items cant be read, if one scroll down the window flickers and one must scroll down again, and again and again…
Tipps to de- and reactivate tooltips in gameplay options helps shortly but never 100%. its still a big problem!
Have you tried going back to an earlier GPU driver, from August or older to see if that helps?

Issue only seems to exist on Windows 10. Update to Windows 11.
Wrong, i’m on Windows 11, same issue, given the amount of stuff you have to read it needs fixing.
