Edit - 10/20/23 - I thought this was fixed at the time but it actually didn’t get fixed. I just didn’t feel like messing with it anymore so I didn’t come back and reply. I can play the game but it’s just really annoying and I don’t know why it just happens when I’m in town. If I find anything else out I will definitely update this post.

When I hover over gear (in my inventory) at the blacksmith the tooltip flickers a lot or doesn’t show up. I keep having to move the mouse off the gear and back on to see the tooltip. It doesn’t happen for consumables and aspects. Any idea on what might be the cause?
Make sure you are capping your FPS to match the monitor limit, either manually, or with VSync.
Next would be to cap the FPS a bit lower. I find the game runs best on decent hardware at 100FPS, or 60FPS for lower end hardware. Its not like it needs to turn 300FPS, its not a first person shooter game, so no need to run it that hard.
It could be causing your flickering.
Other potentials:

Not running in Windowed Full screen.

Running any kind of overlay on top.

Running dual screens and they have mis-matched FPS settings.

Using any customized adjustments from default settings on the GPU driver.
Just things to check for.
