I had this problem as well. I fixed it by changing the support website region from:
Region: Europe, Language: English (EU)
to:
Region: Americas & Southeast Asia, Language: English (US).
You can change it on the bottom of the page.
After changing it I was able to change my account’s country.

I tried this, but it doesn’t work for me, still locked the region change dropdown list.

same issue and ive sent a ticket with photos of my address to see if they can do it. been 24 hours ticket is open and havent got an email or anything
Same here, I can’t believe they haven’t fixed it after so many days.
This right here was the answer for me, too.
I have sent them a long damn ticket, explaining about how many of us cannot go on OV2 or any other games due to msm. The fact that they want us to require evidence, which makes the progress even harder because it means we literally have to go and find it and submit it. They just need to let us change the region so at least it can work for the many who are trying to play the game. Why does Blizzard make it so hard?

HOLY SMOKES FINALLY!!! I can confirm that this SOLUTION did INFACT WORK!!!
On the page where u press “CONTINUE” & it just loops & refreshes the page, CHANGE the web adress from “eu.” >>> “us.” and press “ENTER” on the keyboard.
This will refresh the page and when you now press “CONTINUE” it should load like its supposed to do!! WOHOOO

An update for you guys. Finally they had changed my region. It took 3 days since I uploaded the document they needed.

I had same problem but soome1 said to change us website to eu. I did the oposite, changed my eu website to us and it finally worked! Gl guys!
Why does changing region have to be this complicated can’t they just allow the change manually?
