Addons are irrelevant. I’m not asking about addons. I want to make sure you followed the steps above in the article.
If your hunter is still having the problem, it isn’t solved. Thus, why we’re asking these questions.
You’ve only mentioned that you did a UI reset, but was it by doing a /reload or was it the actual steps above?
We can rule out the options menu, that’s a start.
What about the cache folder?

I believe the point the others are trying to make, Azshadeloria, is that it could have been a corrupted element in your UI that has nothing to do with addons. A proper reset of your User Interface can help resolve issues caused from that as well.
You mentioned you have already tried resetting your UI, so assuming you did it correctly that can hopefully rule that out.
The question was also asked if you checked if you have “Lock Action Bars” enabled in your Options. Which I can’t find that you have answered yet.
Just to be clear… That may not be entirely accurate. Yes, what you are experiencing might be unintended, and technically considered a bug… but how that plays out depends on the situation.
Is it a known issue that might be “fixed” at some point down the line by our QA and Development teams? I’m afraid we would likely need a lot more to go on, such as more examples of people having an issue.
As it stands, you are stating that this is only happening on a single character and we’ve seen no other reports of the same. The others are trying to get you to confirm if you have tried any of the advice already provided (i.e. Check your settings).
I get that you are frustrated, but folks are trying to help, if you let them.

Update:
I tested your Hunter myself, and had no issue moving abilities on or off your action bar and that usually indicates it is a UI issue.
When you reset your UI did you shut the game down completely and then delete or rename your WTF, Interface and Cache folders? If done correctly that should give you an opinion cinematic when you log back in.
