Maybe it’s like Skyrim, where even the chickens or some random rat can be witnesses. Gotta clear them out, obviously. For freedom.
If they actually were, they would have. Plenty of ex Blizzard devs pretty vocal about why it happens and how to solve it.
As a Hunter I never face this issue.

But… the little World of Warcraft icon on my desktop task bar isn’t orange? Plus I’m on a flying mount headed to Scarlet Monastery to farm a couple of zone drop transmog weapons that probably won’t drop anyway. So… if it does turn orange I’m probably going splat on the ground. No combat involved.
I used to have this problem in Legion. I used to think I was engaging an invisible enemy somewhere.
It persisted in every zone and every expansion during Legion.
I had to hearth, to die, or to join an instance.
Sometimes that happens to me, so I just logged out completely, and if it doesn’t let you log out, then I alt+ Tab, and close the windows.

I’m pretty sure I tried to do that and it wouldn’t disengage combat letting me log out.
And when I rejoined the game via altf4 I was still in combat.
There was one method that seemingly worked for me was to engage a large group of mobs somewhere else and by killing them it would drop me out of combat. It wasn’t consistent though.
There should be a list of all aggro’d enemies on screen. FF14 does that, so you’ll never find yourself stuck in combat without knowing who you’re in combat with.

It happens occasionally. To break out I’ll either hearth, or I’ll run, jump off the nearest ledge, then pop my glider. I can usually glide far enough away to break lock on whatever invisible bogeyman that was keeping me in combat.
The best thing about Hunter is feign death - I use mine incredibly often to drop combat that I’m not actually in. Everyone should have a similar ability.

I noticed this doesn’t always work when you’re in a combat bug with one of the tank dummies in Valdrakken.
Ask me why I rolled a hunter as my main this time around lol.

Every time I hop onto a non hunter alt its just a matter of time before Im trapped in combat for 20 frikkin minutes.

Ive tested it 1000 times and most of the time when it happens its because I didnt loot something…missed it somehow.
Thank odin for loot-a-rang cause it goes looking for what I may have missed if I cant physically see it.

I made one of those ages ago then forgot it… I’m only now starting to use it regularly. It’s great for those spearfishing quests.
