There is 100% a solution to the server issues. The solution might be rebuilding the game from the ground up. I am not saying it is a practical solution, but yes, there are solutions.

IDK why they’re still using this antiquated back end hidden spot in line crap anyways. There’s gotta be a better way like a mobile notification from bnet app that lets you know.
If it doesn’t get an immediate response maybe at worst it moves you back 15 minutes in the line to let someone else in and shift the front of the queue forward.
I don’t take innovation for granted anymore, “come on it’s 2022” means nothing to me when it comes from uncreative unproductive nobodies unwittingly benefitting from the pareito principle… but as usual the lack of desire to innovate and leverage the ALREADY strong foundations at Blizzard from leadership is astounding. Just a waste.
I’m not an expert but I really don’t think it’s out of our technological capabilities to increase the capacity of a server. I feel like it’s just a matter of adding more hardware. Or just do what retail does and connect servers to each other. People don’t really care about the “classic” feel. The game is vastly different now than it was 15 years ago even though it’s the same content. The players are more focused on min-maxing metas for lvling, speed clearing, parsing, and GDKPs have become the rule rather than the exception. Connecting servers would increase the number of people you can interact with and reduce queue times. And RDF would be an optional tool that people aren’t forced to use if they really don’t want to. Heck, tweak the RDF tool for all I care to allow people to only group with others from their server or to make it not automatically port the group to the dungeon. Not that hard to fix these issues imo. Invest in the game. Also, at least having a bnet notification for your queue would be nice.
Expecting to have a perpetually locked single faction megaserver that never has issues with overpopulation ever isnt even a realistic option but you tried it anyway.
