Are the DK Heirloom items fully upgraded? If not I believe they will stop giving XP benefits.
If they are fully upgraded, one possible alternative would be all these XP nerfs have created unintended consequences based on some obscure combination of class/race/zone etc (and I find that hard to believe, but at this point nothing would surprise me)
