I wish to give a summary of all the advice the other posters have given and hope (probably beyond hope) that you will understand, OP.
1: The phrase you chose to use is certainly against ToS. Things like mature filters, using $s instead of the actual letter, and even if the other party has you ignored are non-factors. As you were actioned for slightly under three weeks this isn’t your first song and dance with this.
Also, you are wrong about this being the max punishment that could be applied. Account penalties stack up to perma bans, which you seem well on your way on. By the by, chat in Instance Chat is directed at other players, even if you didn’t target a player directly.
2: There is no ‘auto flag’, whatever that is supposed to be. Every time action is applied it is looked at by a human being who also takes your penalty history into account. The process is not automatic: You can be reported by one person or fifty, the result is the same.
3; ‘It’s a joke bro’ is not an excuse. You’re more than welcome to joke with your own friends if they appreciate the same type of…humor. People in public spaces may not and it’s rude to assume so.
I will say accusing one of having no friends merely because they explained to you one of the reasons you were actioned is completely out of line, and puts your posting rights at risk. Especially here.
I’m honestly at a loss as to why you made this thread. There are no GMs here, there is no one who can lift the action, and this isn’t a debate floor. Your only course of action is to file an appeal. You can file appeals until GMs say they are no longer looking at them.
My recommendation: Keep your brand of humor private with friends.
The mature language filter is like a bulletproof vest. Just because bulletproof vests exist, does not make it ok to shoot people. Mature adults know this.
And I’m not someone that gets “offended” by profanity. Heck, my favorite comedian is George Carlin. But I am an adult, so I understand there is a time and place. WOW is Blizzard’s sandbox, and they make the rules. So I don’t use profanity in game.

No, you were reported for quite a few things, this being among them. Those reports were verified and on your appeal, it was upheld. All account actions for chat start from reports. Even without this, the various F bombs, also reported, would have been enough to uphold this.
No, penalties are assessed based on the license history. It’s been well over a decade since individual offenses were scored in that fashion. It’s a matter of how many times has this happened = X penalty. That isn’t negotiable.
No, a review is for a fresh set of eyes to review the accuracy of an account action. Did this happen yes/no. It’s pretty binary. Yes, it’s upheld. No, it can be overturned as a mistake. This wasn’t a mistake.
None of this is anything you haven’t already been told in this thread.
