Why would I want to have anything to do with that? It will be full of people beating their chests and declaring “nobody but me would ever have survived classic”. I’m glad y’all will be pulling up roots and heading there soon.
Unfortunately the preponderance of players who are looking forward to showing off their purples in Stormwind or Orgrimmar will find that purples don’t matter to formerly admiring throngs nearly as much as they used to.
And many will learn, to their chagrin, that due to circumstances beyond their control, like not being in the in clique with an in guild, means that it’s somebody else who will be showing off those purples.
To be honest, there aren’t many people pulling for those weapons.
The gear is super gimmicky in CoS and a lot of it just isn’t worth it outside of niche circumstances.
The majority of people using that polearm are PvPers.

The only real “usable” item that you linked was the belt.
The issue that Medaax was highlighting is that the gear available is restrictive from CoS. There is no cloth belt for example.
The only plate belt only benefits a tank.
The polearm is of no use to any 2H dps class.
The staff is designed only for healers.
Etc etc
gotta remember CoS is the Halls of Valor of BFA… just a simple 2 boss raid, something to keep you busy until 8.2 and the full raid opens up… so not sure why anyone would complain about item levels during a transitional patch… 8.1.5 is simply to be a catch-up patch and to prepare for 8.2 as when 8.2 comes around, World Quest gear will be maxed out at 410, while raid gear on the otherhand will be 445 and offer a plethora of gear and weapons that will be up for grabs for all classes/specs and useful in both pve and pvp.
World Quests trickle upwards slowly in intervals of 5 item levels once you start hitting specific ranges. 355 goes to 360 to 365 to 370, etc. I had to hit 378 to unlock 380 meaning you need to get lucky with Titanforging for non-Azerite slots plus Ivus plus the tri-weekly 400 quest to finally hit the 397-398 needed to open up the 400 WQ gear. Or do a ton of Mythic+ dungeons to gear faster.
A lot of people are complaining about gearing being too fast and blaming WQ and Warfronts as “easy” and “afk” welfare gear when the reality is that gearing is only truly fast by spamming Mythic+ dungeons or possibly having god level RNG.
Actually i’m not going to be playing classic when it comes out but thanks for assuming that…I raid heroic mostly and my toon has maybe 2 raid drops that’s it and the rest is a mix of pluses and the lucky emissary titanforging…I rather see a full set of heroic gear on my toon than a world quest titanforge item…it stinks to see 400 azerite emissary pieces with traits that are way better than than the raid azerite pieces…at least for a frost mage…
And you know, I don’t remember ever sitting in Ironforge/Stormwind in my full Tier 4, 5, and 6 gear showing off what some didn’t have because they didn’t raid…not at all…you must have this idea that we all did that…or that we all wanted to make someone else feel bad for not raiding…not everyone is like that…
Raiding is something I used to love to do and gear was the result of me and my guilds group effort of 50+ wipes on a boss…I still love to do it, don’t get me wrong, but it would be nice if I saw what i use to see as far as gear goes…it stinks clearing heroic BOD and not getting a single upgrade unless something titanforges…

You’re silly Us and Them nonsense doesn’t play any part here.
The fact that you have to come up with this convoluted phrasing to justify the current situation just proves the point that is plainly obvious to everyone.
Things like Normal Raids, 3 Affix M+, and 2k rated PvP being out classed in rewards by 400ilvl Emissaries and Warfronts is just plain screwed up.
The only sensible design is that the things which take more effort have rewards to match that effort. Currently some of the best available rewards in the game are obtainable from AFKing a Warfront. This problem is indicative of WoWs current reward system and needs to change for the state of the game to improve.
I can speak to this. Fresh 120 here (the 114 showing is wrong), and my iLevel is 300 after doing 2 emissaries and three BGs. The Vol’dun Emissary up for her shows a reward of 325 gear.

If you didn’t read hundreds of posts reminiscing about how that was the high point of wow, and even a few posts on how Blizzard should take steps to make raid gear stand out so players could display it and get noticed again, you haven’t been reading the forums much. It’s been a constant theme since before the development of classic was announced.
Nothing convoluted about it. You do have far more opportunities for good gear than anyone doing all the casual content.
At a much slower rate of gear acquisition, so you’re fully geared up and on the next raid before they complete their badly itemized gear.

Why do all of these complaints seem to have this solution?
Go AFK and get carried by scrubs, come back and show you what your free carry got you. Or AFK in LFR and then come whining back that you got away with AFKing in LFR, remove LFR Blizz!

Actually the translation is “make challenging content rewards worthwhile, don’t give me a better azerite piece from doing 4 world quests a day or better gear in general afking for 20 mins in a warfront then i can get from a heroic raid”.
