Most likely. Game cards are sold by regions as well. You can only purchase tokens for the region your address is set to, so far as I can recall. I know there are a few folks who hang out here in CS who play both regions who can correct me if I’ve misspoken.

Found some other threads about this. It IS based on your physical home address. So no, you cannot buy a token regardless of payment type for EU while having a NA address.
