I feel as if you all are being reductive and insensitive to the Yede’s complaint. Is it not possible to want to play on a PvP server but also wanting to be able to level outside of dungeons? This sort of “suck-it-up attitude” isn’t very constructive. There can’t be some sort of in between? Personally, I can’t commit to putting in the hours as a working individual, but there are lvl 60s with literally nothing better to do than camp lower toon’s corpse’s. Maybe they could designate certain zones to Alliance or Horde only? Maybe they could lower populations or layer the servers? Because right now, every single area is camped by a 60 and it’s impossible to be out in the world. Is that really the intention of PvP servers? Why even have quests in the game if it’s impossible to complete them?
Yes we did. Also, we knew what phase two was going to be. Anybody who pays even the slightest attention to the hype surrounding classic knows that mass open world PvP raid groups are a singular defining event that people were hyped for. TM vs SS like the good old days was a major reason for a lot of people to play this game.
Anybody who was expecting to just have normal unencumbered questing in Hillsbrad or Arathi the same week honor tracking and ranks launched had absolutely zero clue about how the game works. The same goes for people complaining about corpse runs into BRD.
Everyone should have known this was going to happen. PvP servers were almost always horde heavy, and pve servers alliance heavy, it’s been that way forever.
Just relax. There are ways to level still. PvP will trend down, especially when they start releasing more raids and there’s more end game pve to do. But this is a part of the game too, take it or leave it
So either you want opt-in PvP, or, you want one of the two specific and contradictory rules you just described: either that it’s effectively a Normal realm until everyone gets permaflagged at 60, or that you can only attack players in a defined level range close to yours.
(I have a baseless suspicion that if you were killed by 10 level 40s at level 40, you would refine your rules to also state “no massive numerical imbalances.”)
Either way: Blizzard is not going to add the specific rule changes you want to PvP realms. But you can have opt-in PvP. The power has been within you all along. It’s called a Normal realm.

Do that, and I’ll let you know whether I have any sympathy. 'Cause all the answers I can think of to fill in myself (“because muh e-peen,” “ganking and corpse camping are good but I should be the ganker, not the gankee,” “I am obdurately refusing to accept that a PvP realm doesn’t mean opt-in PvP and extra-obdurately refusing to even hear that a PvE realm does mean opt-in PvP,”) are leading to the answer “no.”
