Recommend just submitting a ticket at this point. I did this and the GM responded saying it’s a known issue. They also flagged the quest as complete for me and I was able to move on with the quest line.
You may initially get an automated response, but there should be a button you can click saying you’re still having the issue. That’s when I got a response from a GM.

Glad to at least hear they are aware of the issue. Good tip. I was short on time and placed on the forum just in case it was only happening to me. The fact that they are aware of it is at least something. Let’s hope it’s fixed so everyone on the quest does not have to rely on the availability of a GM to help skip to the next part of the quest chain.

Thanks again to all who confirmed it was not just something one-off for my account but is happening to others as well.

This is from in-game support when selecting “In-Game Issues” and searching for the word “Orsis”:

Article ID: 311667 “Can’t Complete Quest - Word from Orsis”
I am trying to complete Word from Orsis but I can’t interact with the Discarded Bottle
Our developers are aware of an issue with this quest and it is not currently working as intended. Currently, we do not have any available workarounds for this bug.

Personally, I’m still going to submit a ticket and ask that they automatically complete it for me. I’d like to advance before Dragonflight launches in a few months.

Submitted ticket and this was the response:
"While investigating this more, I was able to verify that this quest “Word from Orsis” was confirmed by our QA and Dev Team to not be working correctly as intended. They couldn’t exactly find what the actual cause was for this so they couldn’t give us an ETA on when this will be fixed so they gave us the green light to go ahead and flag the quest so you can turn the quest into the NPC now. "

It’s been 5 months and a new expansion is around the corner.

Still broken as of 2nd of November 2022. Would really appreciate it if old content worked - many of us still want to complete older (I mean, BFA is hardly even old but yaknow) expansion content storylines, reputation etc and the fact this hasn’t been working for nearly a year is crazy.
