After completing the “Fate of the Kirin Tor” achievement, the title reward “Witness of the Kirin Tor” is not given. I have tried relogging, switching chars, fully closing game and relaunching, nada.
Edit: My alliance chars have the title, but not my horde chars, not even the one that actually completed the questline/achievement

Just completed. Same.
Throwing my name into the hat as well. Managed to overcome the first bug (with the portals not working) just to run into this bug - once the achievement was earned, the title was not given.
Looks like it’s alliance only, at least for me. My main (a blood elf hunter) did the quest line and she doesn’t have the title. Neither do my other horde characters, but all my alliance characters have it. Is it supposed to be alliance only?
you are correct, my alliance chars have it, but my horde do not. Not even the horde char that actually completed the questline, lol
It’s probably still a bug that the horde didn’t get the title. The whole quest line ordeal was buggy to me. I had to log in and out a bunch of times to make things work.
Can confirm, my Horde character that completed the questline did not receive the title. Pretty crappy for something to be ‘Alliance Only’ in an expac where everyone has been homogenized.
Did the quest on Horde main. Did not get Title. Swapped to Alliance alt who has not yet done the quest, and actually cannot pick it up yet, AND She has the title!

There’s no way it’s intended to be Alliance only. Another thing that was easy to test that they somehow failed to test.
Same. I did it on my main that is Horde. She doesn’t have the title. None of my Horde characters have the title.
Same for me. Just finished the quest for the 1st time & no title on my main which is Horde. 
I had no issues with the quest line like others have reported.
finished questline, no issues on horde evoker, got achievement, no title…

The title is listed in your titles list above any “of Stormwind”, 'of Orgrimmar", etc. titles.
In other words, alphabetically incorrectly listed.
I probably would not have noticed but add me to the list.
Alliance characters have it:
Horde Characters do not
Hope it’s a bug.
We did the content just like everyone else.
Everyone else got Lordaeron ya know.
No reason it shouldn’t be implimented for both after finishing.
I may be an outlier, but neither faction has been awarded the title on my account.
Completed on Horde - logged into Alliance toons and none of them have the title.
