In WOTLK Classic, the vendor Champion Ros’slai is missing from outside Wintergrasp Fortress. He should be near Stone Guard Mukar and sell Titan-Forged Neck and Shoulder gear. The gear he sells is not obtainable from any other vendors (except his Alliance counterpart, Marshal Magruder, whom I have no way of checking exists).
I checked while having the Essence of Wintergrasp buff after the 30 minute Wintergrasp window was over.
